as already mentioned a no-cd crack itself isnt illegal.

in the same way programs like bittorrent are not illegal. as long as you dont use them in an illegal way...

oh and for a working link, i've had the file up for ages @ http://homepage.ntlworld.com/ch.white/pages/mm2/patches/1.1nocd.zip

it should stay there for a while.
