I know it's possible to make either a checkpoint, Blitz or Circut because there is a mod that's called "racemod.ar" that adds additional tracks.

I was able to figure out it's based on numbers (coordinates) like this:

So the question is, what programs is good for making these races? And do you have any good tutorial I can follow...?

Tried search, but one user posted a checkpoint.zip or something link, though it's inactive right now.

The AI Maps are used to determine what vehicles are used for that race, like cops, traffic, trains, ect. Smile
