When do people get the Senior Member title is it 750 posts or something?

It has nothing to do with post count. It is all about personal trust and attitude towards the community.

Perhaps, but because of that, it might be difficult to select new ones - I fear that those who has moved on might be the ones who should be part of the selecting process. Even though I am a moderator of the City Editing forum I feel that I don't really know the currently active members enough to judge.

Is there a complete list of the current valued title holders somewhere? Is this list accurate and complete?

Yes, you're absolutely right. Their opinion is as important, but it's hard to value it when they haven't been around for so long.
